Innovation, rapid planning, risk-taking, virtual reality, and technology are conditions that the Transition Managers will be faced with at the end of the 20th Century. The Design Build Use Model provides a rapid, iterative, feedback-driven process through which the Transition Manager can respond.

'Spoze questions focusing on communications are asked by the Transition Managers before and throughout the Design Build Use process. These communications are vital to an environment wishing to include cooperation and a high degree of feedback. These conditions require the Transition Manager to 'Spoze more quickly. Communication must be efficient and effective. The Transition Manager must continually ask--is each communication absolutely necessary and what is the best means by which to communicate.
